SAN FRANCISCO (AP) – State regulators are recommending fines of up to $1 million a day to sanction the California utility under fire for a deadly explosion on a natural gas pipeline outside San Francisco. The California Public Utilities Commission says Pacific Gas & Electric Co. must hand over all key safety records for its transmission lines or face potential fines and other penalties. The Sept. 9 blast killed eight people and destroyed three dozen homes in San Bruno. Regulators ordered PG&E to provide detailed safety and engineering records soon after the accident. Tuesday, PG&E provided summary documents, but acknowledged it was missing 8 percent of required safety records. Among those missing were dozens of pressure tests, including for some sections of the line that blew up in San Bruno.
