SAN FRANCISCO (AP) – A California assemblywoman has introduced legislation that would give authorities a much clearer count of how many residents are legally authorized to use marijuana for medicinal purposes. The bill would require anyone who wants to use marijuana for health reasons to apply for an identification card. The state already has a medical marijuana patient database and a program under which counties are required to issue ID cards to eligible patients. But hardly anyone signs up.
