A former Chico City Councilman and retired CHP officer is accused of misdemeanor D-U-I. 56 year old Tom Nickell was arrested last week after he allegedly hit a construction guardrail on Highway 99 and drove off. The Chico ER reports he spent about 5 hours in jail Thursday night.
