A former Chico City Councilman and CHP officer has pleaded guilty to driving under the influence of alcohol. The Chico ER reports Tom Nickell was sentenced to 96 hours in jail but will be allowed to serve that time in an alternative custody program. Nickell was arrested in June after a witness reported his vehicle struck a Highway 99 construction guardrail.
