California Water Service Company is asking for a 28 percent rate increase beginning in 2014. The filing went before the state Public Utilities Commission earlier this month and it would cover three years until the end of 2016. But Water Service Manager Mike Pembroke says it’s not unusual if only some of the rate request is approved. He says the rate hike is for about 100 thousand customers in the Chico area and if approved would amount to about 31 cents a day, or a one cent a gallon increase. He says the average residential customer uses about 14 thousand gallons of water a month.
